PROBLEM TO BE SOLVED: To improve light extraction efficiency without deteriorating an image display quality. SOLUTION: The organic EL light-emitting device has: an organic EL substrate in which a reflecting electrode, an organic EL layer, a transparent electrode, a color conversion layer, and a barrier layer formed on a support body; and a color filter substrate in which a color filter layer is formed on a transparent support body, arranged so that the barrier layer of the organic EL substrate and the color filter layer of the color filter substrate may be inside, and a light extraction improving layer is arranged in contact with the barrier layer, and these both substrates are arranged opposed to each other through the light extraction improving layer and an air-gap layer, and gas is filled in the air-gap layer. The method of manufacturing an organic EL light-emitting layer device comprises a step of forming the organic EL substrate, a step of forming the color filter substrate, a step of installing the light extraction improving layer to come into contact with the barrier layer of the organic EL substrate, and a step in which the organic EL substrate with the light extraction improving layer and the color filter substrate are arranged opposed to each other so that the light extraction improving layer and the color filter layer may be arranged opposite to each other through an air-gap layer in a gas.
