PROBLEM TO BE SOLVED: To provide a new optical element formed with "a coating layer formed into one plane" in an optical function region and a flat region. SOLUTION: The optical element comprises: an optical function element 10 having the optical function region 10A having a micro-optical surface in the form of array arrangement patterns, and a flat region 10B provided with array patterns in contact with the optical function region, and having a flat surface; and the coating layers 12 obtained by applying a prescribed amount of a coating material in a liquid form onto the optical function region 10A and flat region 1B of the optical function element 10. The optical function region and the flat region in the optical function element have an amount of level difference:ΔH. The level difference is set so that the free surface of the of the coating layer 12 is formed into one plane after coating the prescribed amount of the coating material by application.
