PROBLEM TO BE SOLVED: To provide a software management system capable of performing detailed setting to various types of license conditions and preventing license information from being altered. SOLUTION: The software management system is provided with: a license key in which a software maker writes a license key number and the license key number is collated, when connected to a user PC; a license writing means which is installed in a software maker PC for writing a license key number in the license key; a secret key which is installed in the software maker PC for creating an electronic signature with license information; a license file generating means which is generated by attaching an electronic signature to license information by the software maker PC and generates a license file in which the user PC reads these information; and a public key which is installed in the user PC to be used, verifies the electronic signature stored in the license file and copes with the secret key.
