PROBLEM TO BE SOLVED: To provide a method for producing active hydrogen-containing water by subjecting water to magnetic treatment, wherein active hydrogen-containing water, for example, prevents red rust from being generated on the surface of iron in a water pipe and chemically deoxidizes hematite (FeO(OH)) being red rust, which is stuck to or generated on the surface of iron in the water pipe, into magnetite (Fe<SB>3</SB>O<SB>4</SB>) being black rust to make the surface of iron in the water pipe corrosion-proof and rustproof. SOLUTION: The active hydrogen-containing water is produced by subjecting water to the magnetic treatment (for example, by imparting a magnetic field of 100-15,000 gauss magnetic flux density to water only once or two or three times repeatedly) in magnetic treatment apparatuses 4a, 4b each using a permanent magnet. The concentrations of various kinds of excited and activated hydrogen (an excited hydrogen molecule (DH), an excited hydrogen ion (H<SP>+</SP>) and an excited hydrogen atom (H*)) in the active hydrogen-containing water are measured to determine the magnetic treatment capacity quickly and easily, which used to require long-term work.
