PROBLEM TO BE SOLVED: To provide an electromagnetic solenoid not requiring conversion in a moving direction, and to provide an engine starter for a vehicle using the same which has a simple configuration of an interlock mechanism and can achieve space saving. SOLUTION: The electromagnetic solenoid consists of: a stator core 110 formed in an elongated shape and substantially a U shape so that one end and the other end are substantially parallel to each other; a coil 120 wound around the stator core 110 and generating a magnetic flux on the stator core 110 by being energized; and a locking member 130 as a movable core formed to a shape having a hole portion 130a inserted into one end side 110a of the stator core 110 and rotatably supported, an abutting portion 130b abutting on an external surface 110c of the other end side 110b of the stator core 110 so as to be magnetically adsorbed or sucked and a protrusion 130c for blocking the operation of an object of operation control.
