PROBLEM TO BE SOLVED: To provide a circuit design apparatus, a circuit design program and a circuit design method that can update circuit block diagram data to that corresponding to the latest circuit diagram data when the circuit diagram data is changed. SOLUTION: The circuit design apparatus includes a circuit diagram database 107-2, a circuit block diagram database 107-3 for storing identification information identifying circuit parts included in circuit blocks in association with identification information identifying the circuit blocks, a first acquisition means 105-2 for acquiring identification information identifying a first circuit part that is stored in the circuit diagram database 107-2 but is not stored in the circuit block diagram database 107-3, a first selection means 105-3 for selecting a first circuit block that should include the first circuit part, and an updating means 105-4 for updating the circuit block diagram database such that the first circuit part is included in the first circuit block.
