<P>PROBLEM TO BE SOLVED: To specify and manage the installation region of a movable printing device from the operation history of a user for a printing device and the use history of the user for a fixed facility. <P>SOLUTION: A history managing device 100 records and manages information to be input/output, by holding an IC card carried by a user over a card reading device 52 for releasing the lock of a gate section installed in the boundary of a land, building and area and operation information for a printer, a PC 20 in a system.
