<p><P>PROBLEM TO BE SOLVED: To automatize, in management of a failure state or quality maintenance state of a remote place, complicated operations such as photographing by a digital camera with a note for the content of the picture in a site, and manual import of the picture to a PC, editing of the picture while viewing the note, form output of the picture or the like in an office. <P>SOLUTION: After transmitting a picture taken by a portable camera by e-mail, an explanation for the picture is registered in a database or file by voice. The taken picture and the recorded voice can be referred to, edited, classified, and form-output in a plurality of bases through the blog system. With a camera cellular phone the situation of the site can be reported at real time, and subsequent manual operations can be almost automatized.
