PROBLEM TO BE SOLVED: To reduce flexure of a charging device in order to reduce lengthwise nonuniform charging in the charging device. SOLUTION: A shield plate is composed of two members, which are an upper shield plate and a lower shield plate. The upper shield plate is bent so as to form a step.
