摘要 PROBLEM TO BE SOLVED: To efficiently suppress congestion cyclically occurring between a wireless terminal and a wireless base station without giving a burden on the wireless base station nor putting pressure on a wireless band. SOLUTION: TE (Terminal equipment) 1 transmits a data transmission request addressed to a sensor data server 5 to a wireless terminal 2. The wireless terminal 2 stores access history information of random access and, when the average number of random access trials corresponding to a time of day when the data transmission request is received from the TE 1 does not reach a threshold, a slot assignment request is transmitted by random access to the wireless base station 3. Then, when a response is not received from the wireless base station 3 within a prescribed time, the slot assignment request is re-sent. When the response is received, the access history information is updated on the basis of the number of times for transmitting slot assignment requests and the transmission data requested by the TE 1 are transmitted to the sensor data server 5 by the assigned slot via the wireless base station 3.
