A plastic bag manufacturing device is provided to minimize the inferiority rate at a sealing and cutting operation process by evenly supplying plastic bag material to a sealing part. A plastic bag manufacturing device comprises a cutting part and a supplying part. One part of the cutting part is combined to a cutting blade(210) right and left. The cutting part includes a wire make the cutting blade slide right and left according to the rotation of a center pulley(240) while crossing to a groove of the center pulley, a buffer pulley and a fixing pulley. The supplying part of rod-shape is consisting of a guiding roller(320) guiding plastic bag material to a sealing part and a guiding roller driving part driving the guiding roller.
