An environment-friendly ecological breast wall construction method using a pipe anchor and PC block is provided to improve construction by reducing the cross section of the retaining wall. An environment-friendly ecological breast wall construction method using a pipe anchor and PC block comprises the steps of: setting up a foundation PC block(10) with a gap from the slope; anchoring a tensile member for anchoring the foundation on the top of the basis PC block using a fixture after set up and fixing the tensile member for anchoring the foundation to underground through the foundation PC block; laminating a PC block(20) wherein a horizontal tensile member inserting hole(22) is formed on the top thereof; hardening the soil in the space between the slope and the laminated PC block; installing a tubular anchor(40) wherein the concrete is injected along the installation line of the retaining wall in the banking area; installing the horizontal tensile member(51); setting up the vertical tensile member so that the vertical tensile member is integrated with the tensile member for anchoring the foundation; and tensioning the vertical tensile member and horizontal tensile member and anchoring it.
