A 8-stroke internal combustion engine having a compulsion exhaust device is provided to generate the same power in 4-stroke of water evaporation and volume expansion as the 4-stroke of fuel burnup. A 8-stroke internal combustion engine having a compulsion exhaust device comprises: a cylinder block(10) generating rotation power; a cylinder head in which an intake manifold(21) is connected to one side and an exhaust manifold(23) is connected to the other side; a first cam-shaft(30) having an intake cam(31); a second cam-shaft(40) having an first exhaust came(41); a water spray unit spraying the water to a cylinder block inside; a third cam-shaft(60) having a water jetting operation tool; a fourth cam-shaft(70) having a second exhaust cam; a combustion gas bypass tube(27) connecting intake and exhaust manifolds; a combustion gas intake controlling unit(80) selectively controlling mixed air, air intake or re-suction of combustion gas; and a combustion gas exhaust controlling unit(90) selectively controlling the exhaust or the re-cycling of the combustion gas.
