The present invention provides provide a fuel cell device which adopts a preheating structure employing cooling water and/or working fluid to secure an optimum operation condition of a catalyst of a fuel cell stack section in order to improve response and operating performance during the low-temperature driving, and a method for controlling the same. To this end, the fuel cell device of the present invention comprise a fuel supply section, an air supply section, a fuel cell stack section, a fuel cell cooling section, a sensor section, a cooling water preheating section, and a control section. According to the fuel cell device of the present invention, the low- temperature driving performance of the fuel cell stack section is improved through the preheating of the working fluid and reliability of the operating performance is enhanced. |
