PROBLEM TO BE SOLVED: To solve the problem that most of silicone components hardly bleed on a coating film surface since they are fixed to an organic polymer constituting a coating to locally provide portions poor in an antifouling property and an abrasion-proof property in conventional techniques. SOLUTION: An antifouling coating film is constituted of an organic polymer and silicone components on the surface of a substrate, in which the silicone components contain a silicone component fixed to the organic polymer and a free silicone component. The silicone component fixed by reacting with the organic polymer is disposed on the surface of the coating film, and since the free silicone component enters a place where the fixed silicone component does not present the silicone components are uniformly disposed on the surface of the coating film, and thereby the antifouling coating film with a high antifouling property and an abrasion-proof property are realized.
