PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine, reducing torque fluctuation due to shut-off of partial cylinders in the internal combustion engine by using a rotary electric machine having a function of at least one of an electric motor and a generator. SOLUTION: The control device for the internal combustion engine includes a variable valve train (VEL) varying the valve lift of at least one of the intake valve and exhaust valve of the cylinder. Operation is performed by combustion of the cylinder other than the cylinders with combustion suspended while partially suspending combustion of a plurality of cylinders, and the valve lift is reduced in at least one of the intake valve and exhaust valve of the cylinders with combustion suspended. The rotary electric machine (a motor-generator) having the function of at least one of the electric motor and generator is provided for mutually transmitting a torque between the motor/generator and the output shaft (crankshaft) of the internal combustion engine. The torque is applied to the output shaft by the rotary electric machine in order to prevent the torque fluctuation of the output shaft when partially suspending the combustion of the cylinders.
