PROBLEM TO BE SOLVED: To provide a method for performing rate control in wireless communication. SOLUTION: The method includes the steps of determining whether a downlink transmission has been made to a wireless transmit/receive unit (WTRU) within a predetermined preceding time period, using a data rate during the predetermined preceding time period as an initial data rate if a downlink transmission has been made, and selecting an initial data rate from at least one data rate used prior to the predetermined preceding time period if no downlink transmission has been made.
