PROBLEM TO BE SOLVED: To provide a reliable and safe train control management system which allows a fail safe operation even under abnormal conditions of a ground device in a train control system using radio wave. SOLUTION: A ground device 3 reserves a section corresponding to a traveling route of a train 2A for traveling of the train 2A and transmits traveling allowance information corresponding to the section reservation information to the on-vehicle device 5A of the train 2A on the basis of the section reservation information. The on-vehicle device 5A of the train 2A transmits traveling section setting information to a traveling section information verification device 4 when setting a traveling section based on the traveling allowance information. The traveling section information verification device 4 executes verification on the basis of a collation task between the received traveling section setting information and stored traveling section setting information of all relevant trains. When the determination can be made, the information is transmitted to the on-vehicle device 5A of the train 2A to determine the set traveling section. COPYRIGHT: (C)2009,JPO&INPIT
