<P>PROBLEM TO BE SOLVED: To provide a method and a device of peeling a top tape in a tape feeder which can prevent a vibration resulting from peeling of the top tape from being given to a carrier tape and remove static electricity charged to an electronic component by gradually peeling off the top tape. <P>SOLUTION: The device of peeling a top tape is provided with a second peeling member 22 which is provided in a feeder body 41 and peels and folds a top tape 14 on the upstream side in a feeding direction of a carrier tape 10 to a part suction position Pn, and a first peeling member 21 which is provided in the feeder body and peels the top tape 14 from one side thereof in the direction of width before the top tape is folded by the second peeling member.
