PROBLEM TO BE SOLVED: To provide an image forming device for obtaining high transfer efficiency over an entire image without image irregularities and improving the permeability and releasability of a transfer material at a transfer nip part, and to provide an image forming method. SOLUTION: This image forming device has a paper kind information input means, a transfer medium on which a liquid developer image is transferred, a first transfer roller which is in contact with the transfer medium and an abutting member and is arranged with a predetermined gap to form a transfer nip and a second transfer roller downstream in the transfer material conveyance direction, a transfer belt stretched between the first and second transfer rollers, and a transfer bias application means arranged on the first and second transfer rollers, respectively, and the image forming device includes a control means which controls the transfer bias values V1, V2 by the respective transfer bias application means of the first and second transfer rollers according to input information of the paper kind information input means.
