PROBLEM TO BE SOLVED: To accurately obtain traffic volume in a free flow (non-congestion) state. SOLUTION: Speed data of a vehicle traveling in a road section are collected (S3), and the traffic volume of the road section is estimated by use of prescribed relation between the traffic volume and speed based on the collected speed (S4). The estimated traffic volume is corrected based on one of an occurrence frequency or an occurrence time interval of acceleration/deceleration of the vehicle traveling in the road section, a maximum value of an absolute value of an acceleration of the vehicle traveling in the road section, variation of the speed of the vehicle traveling in the road section, and a lane change frequency of the vehicle traveling in the road section (S8, S9). The correction is based on prediction that a road is congested (not congested) as the occurrence frequency of the acceleration/deceleration is larger (smaller) when the correction is performed based on the occurrence frequency of the acceleration/deceleration of the vehicle, for example.
