PROBLEM TO BE SOLVED: To provide a toner for electrostatic charge development having excellent low-temperature fixability and high chargeability even in a high humidity environment, and to provide a method for manufacturing the toner for electrostatic charge development and a developer for electrostatic charge development. SOLUTION: The toner comprises core-shell toner particles each having a core layer containing at least a crystalline resin, a first binder resin, a release agent and a colorant, and a shell layer containing a second binder resin. The crystalline resin has an endothermic peak temperature of 25-50°C. The proportion of the whole crystalline resin content in the toner particles is 3-15 wt.%.
