A device for packaging and discharging a cosmetic product is provided to lock axial movements of a sup supporting a stick product, and to enable the product to be moved from a storage location to use locations and vice versa in a certain manner. A device for packaging and discharging a cosmetic product comprises: a main body(12); a supporting cup which forms a sheet with respect to a product, and which is movable between a storage location of the product with respect to the main body; a supporting cup-operating unit including a guiding cover(18); a casing(16) surrounding the guiding cover; and an operating member(32) rotating the casing to obtain axial movements of the supporting cup at the inner side of the guiding cover. The device further comprises: rotation suppressing units(66,74) interacted with the casing to prevent the rotation of the casing; and a unit(62) for operating the rotation suppressing units.
