A video processing system for scrambling video streams including dependent parts and a method for using the same are provided to apply to a viewing environment related to a handheld device by including a video encoder. A video encoder(120) encodes a video signal into a continuous video stream having an independent part and a dependent part. The dependent part requests the independent part for decoding. A scrambling module(160) is combined to the video encoder. The scrambling module generates a scrambled video stream by scrambling the independent video part and leaving the dependent part.
