A rotating decoration, and its manufacturing method are provided to allow the symmetric design to be shown as if the shape is transformed from an oval into a circle by rotation. A rotating decoration comprises a symmetric design part(10) which is formed so as to allow a certain design to be symmetric with the reference of a center line; a first girth part(20) which has the design formed at the outer circumference of the symmetric design part; and a plurality of second girth parts(30) which are bent by a different angle one another at the outer circumference of the first girth part.
