The device has a base (1) e.g. round shaped base, resting on a support, and a C shaped curved rod (2) in the form of a hook, where the device is portable. The base and the rod are cooperated between them by magnetic units i.e. magnets, that are separable and authorize relative rotation of the base and the rod for 360 degrees. The units are fixed to the base and the rod, respectively. The rod has a connection part inserted in a tubular guide of the base. The part has a sprocket that is freely moved in rotation in a space provided in the base between the guide and a housing of one of the units.
