PROBLEM TO BE SOLVED: To simultaneously shift loads within a group to a desired control state without performing a plurality of operations. SOLUTION: When a group address G1 is allocated only to a first switch 41a as setting information relating address information to the first switch 41a and a second switch 41b, the first switch 41a is set as a switch for simultaneously controlling the group G1 into an ON state, and the second switch 41b is set as a switch for simultaneously controlling the group G1 into an OFF state.
