PROBLEM TO BE SOLVED: To provide: an image processing apparatus for solving a picture quality deterioration problem due to any dot whose reproducibility is not desired, which is generated in an electronic photograph whose multi-level output is possible; an image recording device; a program; and a recording medium. SOLUTION: The image processing apparatus is configured to quantize multi-level(M-level) image data into N-level image data (M>N>2) by using either a multi-level error diffusion or multi-level mean error minimization method, and includes a means for carrying out binarization processing when any large dot is not output to a position adjacent to a pixel under consideration, and for carrying out N-level processing when a large dot is output to the position adjacent to the pixel under consideration, wherein a weight matrix with a coefficient at the pixel position in the neighborhood of the position of the pixel under consideration as≤0 is used.
