PROBLEM TO BE SOLVED: To provide a technology for identifying and classifying a seed for expressing the characteristics or features of merchandise and a noise as advertising expressions irrelevant to the characteristics or features of the merchandise.

SOLUTION: A server device 20 includes; a category frequency calculation part 24 for calculating the number of merchandise categories, as category frequency for each piece of merchandise explanation information, to which merchandise expression information as information to be registered for each merchandise to be provided for each of various merchandise categories by a plurality of stores belongs; a store frequency calculation part 23 for calculating the number of stores to which merchandise explanation information belongs as store frequency for each piece of merchandise explanation information; a machine learning part 26 for generating classification rule information from the rate of the calculated category frequency to the store frequency; and a decision part 27 for identifying whether the merchandise explanation information is noise information or merchandise specification information based on the generated classification provision information to classify the information.
