PROBLEM TO BE SOLVED: To eliminate handling of small changes even in a cash transaction.

SOLUTION: When a determination part 304 determines that a reloaded amount acquired by a reading part 301 is less than a fraction amount determined by a decision part 303, a paid amount calculation part 305 calculates an amount to be reloaded to a credit card by subtracting the fraction amount determined by the decision part 303 from an upper limit amount acquired by the reading part 301, a depositing/dispensing part 310 adds the amount calculated by the paid amount calculation part 305 to the credit card. On the other hand, when the determination part 304 determines that the reloaded amount acquired by the reading part 301 is not less than the fraction amount determined by the decision part 303, the depositing/dispensing part 310 withdraws the fraction amount determined by the decision part 303 from the credit card 110.
