PROBLEM TO BE SOLVED: To improve throughput by increasing the heat transfer area in easily manufactured constitution. SOLUTION: A kiln body 1 including a heating passage 6 for circulating hot air 15 between an inner cylinder 4 and an outer cylinder 5 is formed. Hollow-structure lifters 18, 19, which have a flat rectangular sectional shape in the circumferential required interval positions of the inner peripheral surface of the inner cylinder 4 and are extended parallel in the direction of shaft center over the full length of the inner cylinder, are provided to project inward at right angles or at angles near the right angles to the tangential direction of the inner peripheral surface of the inner cylinder 4. In the internal spaces of the respective lifters 18, 19, two portions at the other ends in the longitudinal direction are communicated to a heating passage 6 to form an internal heating passage 20 for circulating the hot air 15. Waste 9 supplied into the rotated inner cylinder 4 is indirectly heated taking the circumferential surface of the inner cylinder 4 and the surfaces of the respective lifters 18, 19 as the heat transfer surfaces by external heat of the hot air 15 circulating through the heating passage 6 and the internal heating passage 20 to be dried, thermally decomposed and carbonized.
