PROBLEM TO BE SOLVED: To provide a charging device achieving high productivity, high image quality, and long life time (durability corresponding to 300 K sheets or more) and coping with environment sufficiently, and to provide an image forming apparatus. SOLUTION: The charging device 2 has a plurality of charging rollers 2U and 2D for charging an image carrier 1 in contact with the image carrier 1 in the image forming apparatus. In this charging device 2, the hardness of the charging roller 2U located on the upstream side in the moving direction of the image carrier is greater than that of the charging roller 2D located on the downstream side.
