Solving Means An engine speed Ne and a crank angle based on a top dead center are detected by using pitch signals input from a crank angle sensor 12. Charge period storing means 17 preliminarily stores a plurality of charge periods different in length as a function of engine speed Ne. These charge periods correspond to some of the four strokes of the engine where the friction is low. Charge period determining means 18 compares a present crank angle and a charge period corresponding to a present engine speed and outputs a charge control signal to an AND gate 104 when the present crank angle falls within this charge period. A duty decided by a regulated voltage control block 102 is input into duty setting means 103. When the AND gate 104 is opened, the duty from the duty setting means 103 is input into a switching circuit 7.
