A server and a method for controlling a subscriber terminal cable modem based on configuration information are provided to manage the configuration information by a double structure which combines basic configuration information and additional configuration information, thereby transmitting only changed configuration information to the subscriber terminal cable modem. A basic configuration information management module(210) generates and transmits basic configuration information for controlling subscriber terminal cable modems(260,270) to the subscriber terminal cable modem. An additional configuration information management module(220) generates and transmits additional configuration information to the subscriber terminal cable modem. A control module(230) determines necessity of transmitting the basic or additional configuration information. The control module transmits the transmission determination result to the basic or additional configuration information management modules.
