An apparatus and a method for transmitting a digital data are provided to perform a strong property about an impulse noise by transmitting signals of each terminal after time-dividing. A framer(40) is formed by dividing a mini slot composed of one or more frame according to a time section. One or more frame includes a plurality of bit streams. A symbol mapper(50) maps a plurality of bit streams to a modulation symbol according to a signal arrangement to be transmitted. A spreader(60) spreads the signals about each modulation symbol into a time domain. Each modulation symbol is divided into the same rank component and an orthogonal component, and is outputted.
