A method and an apparatus for providing a downloadable conditional access service by using a distribution key are provided to transmit an entitlement management message encrypted by a distribution key to a host, thereby safely using and managing the distribution key. A subscriber management system transmits identification information of a target security module client to a subscriber authentication system(S520). The subscriber authentication system extracts a target distribution key by using the identification information of the target security module client. The subscriber authentication system encrypts the entitlement management message by using the extracted target distribution keys(S530). The subscriber authentication system transmits the encrypted entitlement management message to a target host(S540). The target host decodes the encrypted entitlement management message by using a target distribution key included in the target security module client(S550).
