A binder (100) of FIG. 1 has a control section (40) that, based on whether or not rotation of a reel (2) is detected in a predetermined preset monitor time period, proceeds with pull-out of a twist tie (14) or stops pull-out of the twist tie (14). In this example, a sensor (7) detects a through-hole (8) of the reel (2) and outputs a detection signal to the control section (40). Based on the detection signal, the control section (40) controls pull-out of the twist tie (14). For example, when the through-hole (8) is not detected by the sensor (7), the control section (40) determines that the reel (2) has not rotated and stops pull-out of the twist tie (14). The construction prevents an end portion of a binding member from entering the inside of the binder and causes the end portion to remain outside the binder.
