PROBLEM TO BE SOLVED: To provide a configuration capable of improving the efficiency of processes during handover. SOLUTION: Data whose transmission from a first base station to the terminal is not completed are transferred from the first base station to a second base station, and the second base station receives the notice of identification information not overlapping with the identification information to be added to the transferred data from the terminal. The second base station transmits transfer data acquired by transfer to the terminal and adds the identification information acquired by the notice to the data not included in the transfer and transmits them. The terminal receives the transfer data transmitted from the second base station and also receives the data not included in the transfer, to which the identification information acquired by the notice by the second base station is added.
