PROBLEM TO BE SOLVED: To provide a cleaning device and a cleaning method used for manufacturing a panel for information display regarding a particle group having excellent production efficiency as display medium without generating adhesion inferiority between a substrate and a partition wall when making a panel by bonding the two substrates and without adjusting a clearance between a cleaning roller and the partition wall even when the cleaning roller is worn. SOLUTION: The cleaning device includes the cleaning roller, a brush roller, and a suction device. The cleaning device is composed so as to push the cleaning roller 12 on the partition wall 4 with always constant pressure by providing a pushing mechanism 22 on a roller shaft 21 of the cleaning roller 12.
