PROBLEM TO BE SOLVED: To provide a configuration for preventing quality deterioration of recorded data due to noise. SOLUTION: The device records data in a recording medium which requires a spindle, head control, servo control, or the like, such as a hard disk. The device determines that execution processing is recording or reproducing. When the processing is reproducing, the device changes a mode from a waiting mode (mode 4-6) to an operating mode (mode 1) in one step. When the processing is recording, the device moves from an intermediate mode to the operating mode after moving from the waiting mode to the intermediate mode (mode 2-3). Alternatively, when a voice level of the recorded data is larger than a previously determined threshold, the device changes the mode from the waiting mode to the operating mode in one step. When the voice level is not larger than the previously determined threshold, the device changes the mode from the intermediate mode to the operating mode in multiple steps after moving from the waiting mode to the intermediate mode.
