PROBLEM TO BE SOLVED: To provide a waterproof and sound absorption panel member having a film support structure capable of preventing a sound absorption performance from being lowered or slightly increased due to the interposition of a film when the surface of a metallic fiber mat is covered with the film to apply waterproofness to a soundproof member (hereafter, referred to as "an original soundproof panel member") formed by making a core by filling the cells of a honeycomb member with a foam body having communicating foams, and disposing the metallic fiber mat on one surface of the core and a non-permeable surface member on the other surface. SOLUTION: A thin frame-like frame plate 15 is attached to the peripheral edge part of the mat to cover the surface of the metallic fiber mat 2 with the waterproof extremely-thin film 6. The film is placed on surface of the frame plate, and the circumference of the film is so joined to the surface that the film is loosened. The surface of the film is covered with a protective plate 7 having an opening part. The film locally restricts the surface thereof by rivets 14 while gently holding the surface of the film while acoustically vibrating in the gap formed by the lower surface of the protective plate and the upper surface of the metallic fiber mat through the frame plate.
