A paper handling device is provided to reduce a load for arranging a note by selecting the note without setting a kind, a direction, and damage. A window terminal device(1) comprises a display unit, an input unit, a communications unit, and a memory unit. A note transfer device(2) performs discharges, inputs, and arranges the note, and the note transfer unit is connected to a bank window terminal through a communication line(3). The note transfer unit is connected with a management terminal to monitor the condition of the device. A start button(4) is a button for performing deposit and arrangement of a note.
