The movement of a piston 24 when filling and pressurizing the fire extinguishing water from a primary port 14 to a first cylinder chamber 26 is suppressed by the damper action of the sealing liquid 30, the sealing liquid 30 is discharged to the outside when the thermosensitive port 38 is opened by the operation of the thermosensitive decomposition part, the piston 24 is moved exceeding a first lift amount L1, and the valve body 34 is opened.
