PROBLEM TO BE SOLVED: To provide a paper filling string for a power cable, and to provide a power cable using the same. SOLUTION: In relation to a filling string to form an inclusion intervened between a conductor part and a sheath part of a power cable to make productivity improve by ensuring continuity of works by preventing the paper filling string from breaking at the time of pulling out the filling string in a wound state by improving pulling strength of the paper filling string; a power cable includes a paper filling string for a power cable with a core inserted, which has higher pulling strength than a paper member inside an outer coating formed by the paper member, a conductor part, a sheath part formed at the outer coating of the conductor part so as to protect the conductor part, and an inclusion which is made by a number of paper filling strings to have cores inserted having higher pulling strength than the paper member inside the outer coating formed by the paper member compressed in high density, and is intervened between the conductor part and the sheath part.
