<p><P>PROBLEM TO BE SOLVED: To provided a controller efficiently carrying out change of a program when changing the program of the controller for coping with change of vehicle equipment controlled by the controller. <P>SOLUTION: An input abstraction layer generating input abstraction information based on an external input signal, an object layer estimating an object of a user based on the input abstraction information, and a vehicle state layer setting a state quantity of the vehicle such that the object of the user can be achieved are provided to carry out control of the vehicle equipment based on the state quantity set in the vehicle state layer.
