PROBLEM TO BE SOLVED: To provide a water-in-oil-in-alcohol emulsion composition enabling compounding of a substance difficult or extremely difficult to dissolve in water and oil or a substance unstable in water. SOLUTION: The water-in-oil-in-alcohol emulsion composition has (a) an alcohol phase in a gel form that contains hydroxypropyl cellulose, (b) an oil phase in a gel form that contains dextrin palmitate and (c) an aqueous phase in a gel form that contains polyvinyl alcohol having a degree of saponification of 70-96 mol% and a carboxyvinyl polymer.
