PROBLEM TO BE SOLVED: To provide a toner which is obtained by a manufacturing method with more reduced environmental load than a conventional toner, has a sharp grain size distribution, is excellent in charge rising property and resistance against environmental changes, and can stably obtain a high-quality image, and to provide a developer. SOLUTION: The toner is manufactured by periodically discharging a toner constituent liquid from plural nozzles having the same aperture diameter with a mechanical oscillator, the toner constituent liquid being prepared by dissolving or dispersing at least a binder resin, a colorant and a charge controlling agent in an organic solvent, forming droplets in a gas phase; and then solidifying the droplets, wherein the charge controlling agent is a fluorine-based surfactant.
