PROBLEM TO BE SOLVED: To provide a fixing device or the like, wherein the printing stop time is reduced when unfixed toner images are continuously fixed on recording materials different in fixing temperature. SOLUTION: The fixing device 60 includes: a fixing roll 611 which is rotationally driven; a fixing belt 610 which is stretched by the fixing roll 611; a heating roll 613 which is rotated while stretching the fixing belt 610 together with the fixing roll 611, to heat the fixing belt 610; a pressure roll 62 which is rotated while pressing the fixing roll 611 through the fixing belt 610, to form a nip portion N where a paper P passes through between the pressure roll 62 and the fixing belt 610; and a blower 65A which cools the fixing belt 610 on the upstream side of the nip portion N.
