PROBLEM TO BE SOLVED: To obtain a coefficient of friction between a belt 11 and pulleys 5, 8 nearly equivalent to that of a dry belt transmission, while using in oil a heavy load transmission V-belt 11 having resin-made blocks 20, 20, etc. for achieving cooling effects of the belt 11 and noise reduction. SOLUTION: Groove side surfaces 6a, 9a of pulley grooves 6, 9 in pulleys 5, 8 are intentionally subjected to the blasting to form uneven parts 28. As oil, oil for traction drive (TDF) increasing the coefficient of friction by crystallization at high pressure is employed. By elastic deformation of the resin-made contact part 22 made in the block 20, the oil is contained in recesses 28a, 28a, etc. of the uneven part 28 in the groove sides 6a, 9a so as to locally raise the pressure and crystalize the oil even at a low load.
