<p><P>PROBLEM TO BE SOLVED: To achieve an IP network system by which a packet can reliably arrive even when failures occur in one of its routes. <P>SOLUTION: The IP network system establishes packet communication between hosts through a ring network which is composed of several relay apparatuses.
